Project title: Vietnam Quang Tri Happiness Program

CIDEC's scope of project: Enhancement of Quang Tri Province Local public officials' public administration capacities

Quang Tri Province suffered the worst damage during the Vietnam War and has experienced other large-scale disasters and is considered one of the poorest regions among the 63 administrative districts of Vietnam: its poverty rate was 13.9% as of 2012. Quang Tri Province Happiness Program is an inclusive and comprehensive aid project that aims to build infrastructure for sustainable and integrated growth through the generation of local people's income, poverty eradication and capacity building in the province.

To that end, this project is implemented in four major sectors: increasing income (community-based income generation projects, training for new rural development, education facilitation projects); healthcare (improvement of health center operation and environment, strengthening healthcare providers' capacity); environment (capacity building of local governments in environmental policies); and administration (capacity enhancement of local governments in public administration).

CIDEC, which is responsible for the administration part of the program, has the goal of enhancing the Quang Tri local public officials' capacity by transferring Korean local administration knowledge. CIDEC not only seconds local administration experts to Quang Tri Province for policy consultation and workshops targeting local officials, but it also invites Quang Tri Province officials to Korea to attend the "Invitational Training Program." In addition, CIDEC will support the signing of a memorandum of understanding (MOU) on mutual cooperation between Quang Tri Province and a local government in Korea in a similar environment to establish a network between the two local governments.
Project summary
1) Secondment of experts (local workshop and policy consultation)

Period of secondment:
- First year: June 28, 2015 - July 4, 2015
- Second year: June 28, 2016 - July 2, 2016
- Third year: June 18, 2017 – June 26, 2017

Policy consultation ¡å
The experts identify and transfer experience from relevant Korean cases, in light of their applicability to the Quang Tri local government's situation, and they identify implications for other local governments in Vietnam.

- Areas of consultation: Policy process and conflict management, regional economic and social development and public finance management, leadership and local welfare administration, environmental policy and strategic thinking, and public administration and human resource administration

Local workshop ¡å
A total of three workshops have/will take place, for 195 attendees (65 officials in each workshop), composed of five lectures led by five experts, with each workshop lasting two days, including discussion based on actual case studies. The curriculum for the second and third year workshops will be more intensive and will address new studies.

- First year: Hà Sỹ Ðồng (Vice Chairman of Quang Tri Provincial People's Committee) and 18 others
  (Including a journalist)

  (Head of Board of Propaganda and Training) and 18 others
- Third year: 20 mid-level/senior officials of Quang Tri Province (expected)

A total of three sessions of training takes place for 60 trainees. (Each 14-day course of specialized training is provided to 20 trainees.) Through the preliminary survey and local workshop, specific requests of local officials for this program will be identified to ensure the Invitational Training Program and policy consultation are consistent with the local demand.

Topics: Community development and conflict management strategy, welfare state construction and provincial welfare administration, public financial management, local administration and strategic thinking, human resource administration and networking

Workshop

Trainees write a project proposal that is applicable to their sectors, based on their experience from a visit to a local government and field trips, as well as guidance from the experts involved.

Field trips

Visit a Korean local government in a setting that is similar to the agriculture-based Quang Tri Province, and the signing of an MOU on mutual cooperation

Field trips to Hyundai Motor Company, Samsung Electronics, the Agricultural Technology Center, etc.

A visit to a local fire station to learn about disaster response systems in order to prepare for possible disasters

Cultural experiences

Various events to experience both Korea's traditional and popular culture (the so-called Korean Wave)

Attending a cultural performance and city tour (to Seoul and Songdo International City)
