Since 1990 there has been a boom in the establishment of development NGOs in Korea and a subsequent increase in their overseas experience. This has led to a call for improved capabilities on their part. In this context, the need to present specific policy measures that analyze the capacities of Korean NGOs in development and that strengthen their capabilities has emerged. This study seeks to conduct a basic survey of the capabilities of Korean development NGOs and present measures to boost their competence. To that end, preceding studies were reviewed, criteria for competence evaluation and evaluation processes were presented. Based on the findings from questionnaire, a program to reinforce the capabilities of Korean NGOs in development was suggested. A method to measure the capabilities and provide indices was also developed. Based on this method, a system to boost the competence of NGOs and policies related to the establishment of new NGOs were presented.
