This study presents strategies on how to establish policies in regards to grant aid to Cambodia that would fit in with Korea’s new foreign policy framework in Asia. Specifically, the ODA policies of China, Japan and the World Bank towards Cambodia are compared to help Korea develop its own ODA policies towards Cambodia. In-depth interviews conducted in Cambodia and an analysis of Korea’s current ODA policies towards the country were compiled to review the current standing of ODA policies and to suggest better grant aid strategies.
